Mr. Shepherd completed his plumbing training in the West Indies and passed a Comprehensive Plumbing Course in New York City where he served as a maintenance superintendent.  In 1989, he came to Water Management after answering an ad for a plumber’s helper and his exceptional skills were immediately recognized.  Dexter has served in several capacities while at WMI including, crew member, crew leader, and project superintendent for both PHA and ICI projects throughout the United States.  His superior technical knowledge and his ability to solve problems that may arise on a job have been of great benefit while heading up the 2 largest PHA jobs to date: Cleveland and Cincinnati, OH.  Dexter currently resides in Charleston, WV.
